KIRBY: "Yeah, it’s a heck of a low bar for a second summit here. First of all, what were the chances Kim Jong-un would do any testing over the last few days? And testing is a bare minimum of their requirements. There's eleven U.N. sanctions which require a lot more than just no testing. The other thing is, just because he isn't testing doesn't mean he isn’t trying. Even the intelligence community has been pretty clear that continues to develop his missile program and scientific research, fissile research, and of course he’s still building and producing missiles. So just because he is not testing doesn’t mean he is not trying."
