‘The Republicans have to come to the table with a bipartisan Senate deal or something like that and I suspect at least nine Democrats will go along’


HEMINGWAY: "I think there are a lot of people who think that not getting a deal will help them in November. It will energize their base and get them to come out and vote. I think this is kind of a game plan we saw in Virginia and Alabama. If they can keep Donald Trump from having victories, that demoralizes the Republican base and it energizes the Democratic base. They think it will work, but I don’t know if that will."
