WESTWOOD: "Legislating in a normal election year is enormously complicated because lawmakers are focused on rallying their bases, they're focused on election contests in their home districts, they are not really focused on actual governing in election years. And President Trump, the environment that he’s created and that his critics have created is incredibly partisan and polarized. So it will be extremely difficult to get anything else done this year. And beyond that, there is no clear consensus within the G.O.P. about what to do next. There are some like the White House and President Trump who want to pursue an infrastructure package, Speaker Ryan is interested in looking at entitlement reform. So there is no clear path to the next step to continue this momentum that Republicans are enjoying."
