CNN: Trump to Declare Opioid Crisis Public Health Emergency

‘It’s different than what he said would happen’


HARLOW: "We do begin this hour with breaking news this morning. What is not going to happen, we have learned, after months of publically promising that he will declare the opioid crisis in this country a national emergency, the president will not do that today as expected. He will call it a public health emergency."
