THORP: "Third vote effectively kills the Graham/Cassidy proposal. All three of these Republicans vote against, lose the votes they need to pass it. Basically expected. Susan Collins had been telegraphing idea she would be voting no for days now, even at end of last week but waiting for cbo score, from the congressional budget office about the budgetary effects of the bill. Now the question is whether or not they vote at all. Decision that leadership will have to make tomorrow. Republicans will meet tomorrow for lunch and decide whether or not to put themselves through the idea of actually voting on a bill they know is going to fail just to get people on the record."
