HIMES: "What matters is that they pass something that they can tell the Republican base, which is actually a relatively small group of people that they can tell them it is repeal. Doesn’t matter if it’s going to throw 15 million people off their insurance, if it’s going to raise everybody’s premiums 20% the way the cbo says the skinny repeal will do. It is almost a religious, cult-like obsession with passing something they can call repeal. Here we are the Senate is just about done with no bill. I’m not sure this has ever happened in American history."
