THORNBERRY: "Sanctions in the past alone have not been enough to achieve our objectives. So these sanctions try to tighten down on North Korea, Iran, and Russia. And among other things, they have what’s called secondary sanctions. So it is not just sanctions against North Korea directly, it is sanctions against those who do business with North Korea like Chinese banks and others. Hopefully this will be more effective. But I think we have to be clear-eyed. Sanctions will only do so much. There is no substitute for strong military power."
